CPWDResidents won't witness broken roads this monsoon. This is what MCD told Delhi high court on Monday. The civic agency claimed it has improved the methods used to maintain city roads. Filing a reply to the suggestions given by two advocates, appointed as amicus curiae by the court, before Justice Kailash Gambhir, the civic body said it does not construct new roads and only has the responsibility of maintaining them. MCD also said it has adopted methods of specification like its civic counterpart CPWD, to test the material used for the repair of roads so that no contractor allows use of substandard material.
Earlier, expressing displeasure at the condition of the roads, HC had appointed two lawyers to assist the case and sought suggestions from them. These suggestions were filed in April this year and the court asked MCD to make its stand clear before the monsoons. The lawyers had suggested that instead of carrying out repairs, new roads should be constructed and the material used for them be tested using methods adopted by CPWD to check the quality of the materials.
They also suggested the roads should be made on the basis of a long-term plan keeping in mind problems such as waterlogging. Before the CWG, high court had directed MCD to survey existing roads and make plans to upgrade them at par with international standards and implement the scheme in a time-bound manner.
